The origins of REH Holdings, Inc. began in York, Pennsylvania, June 24, 1930 as H. J. Williams Co., Inc. During the next four-plus decades H. J. Williams grew into one of the foremost heavy and highway contractors in the region, building roads and bridges in Pennsylvania and Maryland.
In 1973, H. J. Williams Co., Inc. diversified by acquiring Elderlee, Inc., Oaks Corners, New York (halfway between Rochester and Syracuse, New York). It provided the following capabilities:
As part of the 1973 transaction, the company also acquired L.S. Lee, Inc., a Pennsylvania guide rail division located in Harrisburg, PA. The following years, this operation relocated to York, PA, and within five years time expanded operations in Maryland and Virginia.
In 1983, Bethlehem Steel Corp. approached the company with an offer to sell its specialty products division in Buffalo, NY. L.S. Lee and Elderlee were their largest customer for guide rail “W-Beam” panel and also a large supplier to this division for guide rail posts and hot-dip galvanizing services. Sensing a perfect complement to their business, the company acquired what became Buffalo Specialty Products, Inc. During the next 14 years of ownership, Buffalo Specialty’s sales grew substantially to become the second largest supplier of guide rail to the United States. In August of 1997, Buffalo Specialty Products was sold to Trinity Industries, Inc., of Dallas, TX.
REH Holdings, Inc. was formed in 1983 as a holding company and what resulted were three wholly owned operating companies: Elderlee, Inc., L.S. Lee, Inc., and Buffalo Specialty Products.
In 1984, H. J. Williams Co. was sold – completing the transition from road building to specialty contracting and manufacturing – our focus then and today.
Elderlee, Inc. expanded its operations in 1998 to include North and South Carolina operating a new facility located in Dunn, NC.
Today, REH Holdings and its two operating companies can be best described as a mix of specialty contracting (75%) and manufacturing (25%).
When our fourth generation family owned business was reorganized in 1983, a name search ensued and the solution became obvious: REH Holdings, Inc. was named in honor of Robert E. Hirschman – our founding father.
Bob became active in the business in the early days and set the tone for the company up until his death in 2007 at age 88. Under his leadership the H. J. Williams Co., Inc. became a diversified heavy and highway road builder doing significant excavation, bridge, asphalt, and concrete paving projects in Pennsylvania and Maryland. He was instrumental in the acquisition and diversification of the company into the guardrail, sign, and manufacturing businesses. Most of all, Bob was a man of integrity and empowered all associated with him to “do it right.”
Bob was a distinguished transportation construction industry leader at both the state and national levels for over four decades. At the time of his passing, he was chairman of REH Holdings, Inc., the parent company for the highway safety construction firms Elderlee, Inc. and L.S. Lee, Inc. He was past president of H. J. Williams Company, Inc., and Buffalo Specialty Products, Inc.
Bob, a long-time member for the America Road and Transportation Builder Association (ARTBA) Board of Directors, served as ARTBA Chairman from June 1984 until July 1985. He was involved in numerous ARTBA committees over the years, including service for 12 years as co-chair to the AASHTO-AGC-ARTBA Joint Committee.
In 2002, Bob was the recipient of the “ARTBA Award,: the association’s highest honor and also received the “Nello L. Teer, Jr. Award” for outstanding contributions to the transportation construction industry through the Contractors Division. In 2004, Bob was recognized by the association as one of the “Top 100 Private Sector Transportation Design and Construction Professionals of the 20th Century.”
In addition to his service with ARTBA, Bob was a past president and served on the board of directors of the Associated Pennsylvania Constructors, the Maryland Highway Contractors Association, and the American Concrete Pavement Association.
He was also the recipient of the ACPA’s “Hartmann-Hirschman Outstanding Achievement Award” (1987) that was named in his honor, the American Society of Highway Engineers “Man of the Year” (1981), and the Pennsylvania highway Information Association “Man of the Year” (1993). He was inducted into the Maryland Highway Contractors Association Hall of Leadership in 1999.
His other business involvements included past president of Briarwood and Manada Golf Club and past chairman of Penn National Turf Club, Inc. Bob also served on the board of directors of the Drovers Bank (1966-1994). Bob’s one daughter, Connie H. Shorb is married to Basil A. Shorb III, Chairman of the Board and CEO of REH Holdings. They have two sons; Matthew R. Shorb, Vice President (York, PA) and Mark A. Shorb, not active in the family business (Wenatchee, WA).
Elderlee, Inc is a diversified corporation specializing in the manufacturing and construction of highway safety products. Started in 1946, we are a fourth generation privately owned company with facilities servicing the U.S. east coast. Our 200,000+ square foot manufacturing operations are centrally located in upstate New York and consist of steel fabrication, hot dip galvanizing services, and sign manufacturing capabilities for both the highway and commercial markets. Our construction division specializes in the installation of highway guardrail, bridge rail, pedestrian rail, impact attenuators, traffic signs and overhead sign structures. When combined with affiliate operations, our crews will operate from New York to South Carolina.

L. S. Lee, Inc. specializes in the installation and maintenance of highway guardrail products, impact attenuators, highway signs, and pedestrian handrail systems. Started in 1968, we are a fourth generation privately owned company with facilities in York, PA; Baltimore, MD; Manassas, VA; and Richmond, VA. From these sites, we are able to service guardrail customers throughout Pennsylvania, Delaware, Maryland, Virginia, and The District of Columbia. When combined with affiliate operations, our guard rail installation crews operate from New York to South Carolina.
